Biographical Information

Charles Rhodes Pomeroy was elected third president of the Kansas State Normal School by the Board of Regents in October of 1873 and began his work in January of 1874. Pomeroy was a graduate of Wesleyan University in Middletown, Connecticut as well as SImpson Centenary College. Prio to his presidency in Emporia, he taught Greek, was principal at various schools, and was a pastor in Batavia, New York.

At the time of Pomeroy's arrival in Kansas, there was much struggle due to poor agricultural conditions. The school was somewhat insulated from this and from other troubles. Until the 1876 Legislature canceled the school's appropriation, all all had seemed well. Pomeroy had no fuds to pay faculty and he himself continued to work without salary. Faculty worked off minimal, pro-rated salary. On July 2, 1879, the board voted that interest and bonds on Noraml lands be paid to teachers for their services during the school year. It was from this point on, Pomeroy saw struggle in his administration and his ability to effectively run the school.

Several scandals and disasters caused the Emporia community, and eventually the Board of Regents, to doubt his administration's ability to manage KSN. An embezzlement of monies by E. P. Bancroft, agent for sale of Normal School Lands, received from the sale of endowed salt lands brought much criticism from the community and imposed a large monetary loss on the school, something that was not needed considering the already tenuous financial position of the school. A tornado that hit in April 1878 damaged the main building and the campus. The final straw came in 1879 when a fire destroyed both buildings of the school. Pomeroy resigned as president on August 6, 1879. He left to accept the presidency of Callanan College in Des Moines, Iowa.

Scope and Contents Note

The collection documented here contains what is most likely the only extant documents from this era at KSN, save for the Board of Regents minutes which are in bound volumes at the archives. Many of these documents must have been saved, or most likely, housed somehwere off campus, perhaps in the office of J. J .Wright, KSN Regent. From there, the trail of the location of these paprs becomes more circumstantial. THe documents were likely housed in the basement storage areas of Plumb Hall. From there, they were placed in the basement vault of the William Allen White Library, sometime after 1950 when the library opened its new building. In the fall of 2001, the documents were removed from the vault and were originally organized and processed.

In 2013, the collection was reprocessed and what used to be the combined collection of the Pomeroy/Welch Era papers, were split by administrative provenance. Many items pertaining to the reconstruction of damaged buildings are housed in the Welch collection, since Welch oversaw the completion of the reconstruction of the buildings damaged during Pomeroy's tenure. In addition, documents pertaining to the resolution of the land scandal are housed in the Welch Papers collection, Record Group ESU001.004. Because of this and because of some overlap in administration, researchers are encouraged to examine both collections.

Much of the pre-1879 documents and records were destroyed in the fire that demolished the main building on campus. The documents cover much of the administration of the school during the 1874-1879 period.

Through the documents found in this collection researchers may gain perpective on the administration of the school, from the most mundane tasks required of the administrative officers to the more public scandals and events that affected the school during the era. These documents show how a small normal school was run in this time period. For the researhcer interested in Emporia State University history, the collection is wide in scope, especially since there is so little extant from this era. For this reason and because of the nature of the documents contained within the collection, it provides a valuable and failry comprehensive insight into the history of the university.
