Phil Kelly, Ph.D. Professor of Political Science Roe R. Cross Distinguished Professor

Buenos dias! Phil Kelly here. I teach political science courses in international relations, foreign policy, constitution law, research methods, and Latin American governments. I came to Emporia State in 1980 and have enjoyed immensely my teaching and contacts with students.

Research also engages me. I study and publish in the areas of Latin American geopolitics and democracy. To date I have published two books on geopolitics, Checkerboards and Shatterbelts: The Geopolitics of South America (University of Texas Press, 1997), and Geopolitics of the Southern Cone and Antarctica (with Jack Child, Lynne Rienner Publishers, 1988), and one book on democracy, Assessing Democracy in Latin America: A Tribute to Russell H. Fitzgibbon (Westview, 1998), as well as a variety of chapters and articles. In 2006 I published an article in the British journal Geopolitics on "Critical Geopolitic." At present I am authoring a book on geopolitical theory.

I served as secretary-treasurer of the Midwest Association of Latin American Studies from 1990 until 2004, and I administered the Fitzgibbon-Johnson survey on Latin American democracy from 1991 until 2008. In 1989-1990, as a Fulbright scholar, I taught at Catholic and National Universities in Asuncion, Paraguay.
