Mission of the ESU School Leadership Center
The ESU School Leadership Center is a service of the Department
of School Leadership/Middle and Secondary Teacher Education, The
Teachers College, Emporia State University. It is an agent for
educational organizations in Kansas that advocate and lead in
the development and maintenance of quality schools. As an agent
for those organizations, the Center conducts concept-building
colloquia that make use of the leadership skills of administrators,
teachers and professional support persons. Out of those colloquia
are issued recommendations for action that are published and distributed
to other Kansas educators.
The primary themes of the Center are:
· Leadership in Curriculum Design and Management
· Leadership in Instructional Design and Execution
· Leadership in Insuring Quality Student Learning
· Leadership in School Improvement and Assessment Strategies
Each colloquium sponsored by the Center falls under one or more of the above themes.
WHY DOES THE CENTER PROVIDE THESE SERVICES?
The greatest challenge to educational leaders today is to meet
academic standards. Many of today's administrative and teacher
leaders were prepared for their jobs at a time when academic programs
were a function of textbooks and other prepared media. Because
of new accreditation processes and the emphasis on accountability
for student learning, we all must have an academically broader
understanding of how to manage school programs.
HOW DOES THE CENTER PERFORM ITS MISSION?
The ESU School Leadership Center is sponsored by Emporia State
University and ESU's Teachers College. It is led by a Board of
Directors that includes representatives from key educational organizations
in Kansas. The Board of Directors meets twice a year to identify
and suggest topics of concern to the state's educational leaders.
Following those suggestions, the Executive Director of the Center
sponsors colloquia for each topic. Participants in those colloquia
have been nominated by their home districts and are interested
in the topic under consideration. They discuss issues associated
with the topic. They discuss issues associated with the topic,
and begin creating possible solutions to identified problems.
Those solutions are written into a publication that is made available
to the state's educational leaders at no cost.
PUBLICATIONS OF THE ESU SCHOOL LEADERSHIP CENTER:
COLLOQUIA
All colloquia will be conducted in Visser Hall 330 (Jones Conference
Center) on the Emporia State University campus from 8:30 a.m.
to 3:30 p.m. Participants in each colloquium will be identified
as authors of the resulting publication. Nominations for participation
in a particular colloquium are made by contacting Department of
School Leadership, 620 341 5776. Each nominee should be willing
to participate before the nomination is submitted, and the sponsoring
school district will be invoiced $50 per nominee to offset costs
for refreshments, lunch, and materials. Travel costs are the responsibility
of the participant or sponsoring school. Due to the intense nature
of each colloquium, no more than 25 participants will be accepted
per topic. Therefore, nominations that are received after 25 participants
have been chosen will be returned.

BYLAWS: THE ESU SCHOOL LEADERSHIP CENTER
ARTICLE I: NAME
The name of this non-profit organization shall be The ESU School
Leadership Center, hereinafter referred to as “the Center”.
ARTICLE II: PURPOSES
The ESU School Leadership Center is a service of the Department
of School Leadership/Middle and Secondary Teacher Education, The
Teachers College, Emporia State University. It is an agent for
educational organizations in Kansas that advocate and lead in
the development and maintenance of quality schools. As an agent
for those organizations, the Center conducts concept-building

teachers and professional support persons. Out of those colloquia
are issued recommendations for action that are published and distributed

ARTICLE III: AFFILIATIONS
Section 1: The Center---as a service of the Department
of School Leadership/Middle and Secondary Teacher Education, The
Teachers College, Emporia State University---operates at the discretion
of the Division Chair, College Dean, and University President.
Any one of those administrators may change the Center’s
mission, appoint or dismiss its leadership and staff, reorganize
its functions, or dissolve it completely.
Section 2: As an agent for educational organizations in Kansas, the Center is given ongoing guidance by representatives from associations interested in advocating the development and maintenance of quality schools, and advan-cing leadership skills of certified administrators, teachers, and professional support persons. Such representatives will serve on a Board of Advisors.
Section 3: The Board of Advisors will include appointees
from:

Section 4: Ex Officio Members of the Board of Advisors

Section 5: The Board of Advisors will meet at least once a year on the campus of Emporia State University for the purpose of (1) reviewing and suggesting modifications to the Center’s Bylaws, (2) reviewing and suggesting modifications to the Center’s action agenda, (3) providing advice to the Center’s administration as to future directions it might take, and (4) suggesting changes in the membership of the Board of Advisors itself. Decisions and recommendations of the Board of Advisors will be reported to the Chair, Department of School Leadership/Middle and Secondary Teacher Education by the Center’s Executive Director.
Section 6: It is the responsibility of the Center’s Executive Director to maintain working relationships with other Kansas associations, service centers, public schools, private schools, universities, colleges, and organizations interested in the welfare of the state’s educational programs. Such relationships will be maintained through publications, attendance at meetings, co-sponsorship of projects and programs, and other interactions as necessary and appropriate.
ARTICLE IV: CENTER ADMINISTRATION
Section 1: The Center will be administered by an Executive
Director who is appointed by the Chair of the Department of School
Leadership/Middle and Secondary Teacher Education. Together, the
Chair and Executive Director will appoint other staff members
as appropriate and necessary.
Section 2: The Center’s Executive Director is responsible for: (1) developing and overseeing the annual action agenda to include colloquia and the issuance of publications, (2) conferring with the University's administration as necessary and appropriate, (3) conducting meetings of the Board of Advisors and reporting its decisions and recommendations to the university administration, (4) interacting with other Kansas associations, service centers, public schools, private schools, universities, colleges, and organizations interested in the welfare of the state’s educational programs, (5) producing other publications necessary in accomplishing the Center’s mission, and (6) other functions as assigned by the Division Chair.
Section 3: The responsibilities of other Center staff members will be developed if and when they are appointed. General operating expenses and clerical services needed by the Center will be the responsibility of the Division.
Section 4: All funds generated by the Center will be held and managed by the Division of School Leadership/Middle and Secondary Teacher education in accordance with Regents policy.
ARTICLE V: AMENDMENTS
These bylaws may be amended by the University administrators named
in Article III, Section 1 at their discretion. The Board of Advisors
may recommend amendments at any time.
ARTICLE VI: DISSOLUTION
The Center may be dissolved any time at the discretion of the
University administrators named in Article III, Section 1.
