There are parking meters located throughout the campus. They include 30 minute, 4 hour, and 10 hour meters. They are available for use on a first-come basis. The 30 minute and 4 hour meters will take nickels, dimes and quarters. The 10 hour meters take quarters only. The majority of parking meters are in effect Monday - Friday from 7:30 a.m. to 4:30 p.m. Metered loading zones are in effect 24 hours daily and are marked as such.
Plumb Hall Visitors
There are 5 30- minute visitor spaces located in the metered lot north of the William Allen White Library. These spaces are primarily for individuals visiting the main administration building Plumb Hall.
General Visitor Parking
A visitor is defined as any person who is not an Emporia State University faculty/staff/student or vendor/contractor. Visitor permits are required Monday thru Friday, 7:30 a.m. to 4:30 p.m. Visitor permits maybe obtained at the "Visitor" Information Booth located at the 18th & Merchant Street entrance of the University. The Information Booth is staffed Monday through Friday, from 7:30 a.m. to 4:30 p.m.. For assistance after 4:30 p.m. you may go to the Police and Safety Office located on the northeast corner of the Stadium or contact 341-5337. Visitor permits are color coded and valid only in that specific color zone. Visitor permits are not valid at the parking meters. Visitors may not park in no-parking zones, stalls designated for the physically disabled, loading zones, fire lanes, and other restricted areas.
Parking Appeals Process
Regulations have been designed to permit members of the ESU Campus Community and visitors to the University the best possible use of existing parking facilities. The University strives to enforce these regulations as fairly and equitable as possible so that the rights of all persons are safeguarded, so that those who pay for parking privileges may have access to their assigned areas, and so that those who are legitimately using campus streets and thoroughfares may do so without impediments.
Individuals who have received violations are expected to pay the specified fines(s). If you feel, however, you have not been properly cited or that you have not committed the violations cited, you may appeal the violation in the following manner:
A Petition for Review may be completed at the ESU Parking Department. Upon completion of the petition it will be submitted to the Review Panel consisting of 3 members appointed by the president of the university. Each individual will be given the opportunity to appear before the review panel in person at the time the petition is being considered. You are not required to be present, however, the Review Panel will give appropriate consideration to your petition, whether or not you appear in person.
A letter will be sent to you informing you of the committee’s decision. If the Review Panel grants your appeal, the violation will be voided. If the violation is not waived, your hold will be replaced and you have fourteen days from the date of the letter before a late fee will be assessed.
Disagreement with the regulations, carelessness, willful violation for the sake of convenience, or comparable "excuses" are not valid or acceptable reasons for voiding a violation.
Parking permits are no longer valid when one of the following occurs: faculty or staff terminate employment at ESU, or a student withdraws from the university. If you have purchased a parking permit and are leaving the university you are eligible to receive a prorated refund. You must return all parking permit items and complete the appropriate paperwork required by the Parking Department. The parking department will process your paperwork and a refund will be mailed to you.
Payment of Parking Violations
Payments of violations can be made in person at the Police & Safety Department located on the northeast corner of the stadium, or you may mail your payment to: Emporia State University, ATTN: Police and Safety, 1200 Commercial, Emporia, KS 66801. Each violation not received within 14 days from the date of issuance will be assessed a five dollar ($5.00) late fee. For questions regarding parking violations you may contact us at 620-341-6043.
Service Vehicle / Vendor Permits
Service vehicle permits are required for persons, firms or corporations that regularly conduct business at ESU that requires parking upon campus roads, streets or parking lots. Application and issuance of a service vehicle permit may be made at the Police and Safety Office. Service vehicles are required to obey all state, local, Regents and University Regulations while operating a vehicle on ESU campus.

Visitor Parking Request
Faculty, staff or students who have visitors on campus may request a visitor parking permit from the Police and Safety Office in advance at ext. 6043.
Faculty / Staff Parking Request
Parking requests are sent to all faculty and staff in the spring of each academic year for the next academic year. When you receive the request please complete and return it in a timely manner. Parking permits are issued based on the number of requests received and seniority at ESU. If you have new employees please have them contact the Parking Department for available parking.
Residence Hall Parking
Students who will be residing in the Residence Halls will need to pre-request parking through the Office of Residential Life. Students should pre-request parking when they make application to live in the Residence Halls.
Non-residence Hall Parking
Students who reside off-cam>pus are given the opportunity to pre-request parking during the spring as part of the pre-enrollment process. For students pre-enrolling at the Student Advising Center they will be given the opportunity to complete a pre-request for parking form. All other students may upon completion of their pre-enrollment come to the Parking Department to fill out the pre-request for parking form.
