Governance

Printing Services is a self-supporting department, using income gained through its charges to pay for salaries, benefits, equipment, maintenance, inventory, and other operational costs. That is why Printing Services must charge for its services.

In accordance with Kansas State Statute 75-1005. any printing done by Emporia State University must be done by the State Division of Printing or ESU Printing Services. The statute was amended in 2004 to allow Printing Services the ability to outsource work without seeking permission from the State Division of Printing, as long as State of Kansas bid requirements are followed.

Emporia State’s official policy manual also expressly declares on page 3-85 that all printing, must be purchased through Printing Services or the state printing system:

3.J.02 PRINTING

  "All university publications developed for use off-campus must be approved by Public Affairs and Marketing prior to reproduction and dissemination. Printing of university publications must be done by the ESU Printing Service or the State Division of Printing. KSA 75-1005 prohibits using outside services except in very rare cases. All exceptions require prior approval by the Director of the State Division of Printing.

If ESU Printing Services cannot print your job because of equipment restrictions or timeframe, Printing Services will out-source the work by cooperating with the State of Kansas Office of Procurement through the bidding process.

Printing Services cannot print non-ESU jobs or compete with private sector printing companies. Printing Services was established to provide services to the administrative offices, academic disciplines, faculty, and students of the university.
