Special Registration NSEERS

Important Special Registration Information

Special Registration (or NSEERS) has NOT ended. Special Registration is still required for all students from Afghanistan, Algeria, Bahrain, Bangladesh, Egypt, Eritrea, Indonesia, Iran, Iraq, Jordan, Kuwait, Libya, Lebanon, Morocco, North Korea, Oman, Pakistan, Qatar, Somalia, Saudi Arabia, Sudan, Syria, Tunisia, United Arab Emirates, and Yemen and other students chosen on a case-by-case basis.

On December 3, 2003, the Department of Homeland Security (DHS) suspended (1) the requirements of the annual re-registration for all registrants and (2) the 30/40-day follow-up interviews for port-of-entry (POE) registrants. All other requirements have remained.

What NSEERS requirements remain:

  1. The new rule only applies to registrants whose deadlines are on or after December 2, 2003. If you missed a deadline before this date, you are still considered guilty of violating Special Registration.
  2. Departure registration regulations have remained the same. Registrants must depart only from ports designated for this special purpose and appear before a Customs and Border Protection Officer.
  3. Registrants still must report all changes of address, employment, or educational institution. International students at ESU report this information to the OIE.
  4. DHS can require selected individuals to re-register at any time with 10 days notice. DHS can also announce another Call-In Registration at any time.

NOTE : It is important that international students at ESU comply with all the continuing requirements of Special Registration. Failure to comply could result in criminal prosecution, removal proceedings, and denial of re-admission to the U.S.
