Charles Colbert and Toy-Colbert Scholarship
This scholarship award is for any student of African American heritage who is an incoming or current student of Emporia State University. They must have demonstrated and promoted outstanding academic and community activity throughout the previous academic school year. In February of 1992, Charles Colbert and Toy-Colbert established this scholarship to recognize the outstanding accomplishments of African American Students.
Selection and Time Line:
The recipient will be chosen by a scholarship selection committee comprised of university representatives. Each scholarship applicant will be asked to participant in an interview. The applicants will be informed by written notification and e-mail of the award selection.
The scholarship recipient will be acknowledged during the 2013 Diversity Ball.
Current/Transfer Student Requirements:
- Be of African Heritage
- Submit an Application
- Enrolled in Emporia State University for the upcoming academic school year
- Cumulative college grade point average of 3.0 or better on a 4.0 scale (transcripts required)
- (2) letters of reference
- 2 to 3 page typed Essay (see application for essay topic)
- All applicants for scholarship must participate in an interview with the selection committee
Incoming Freshmen Student Requirements:
- Be of African Heritage
- Submit an Application
- Enrolled in Emporia State University for the upcoming academic school year
- (2) letters of reference
- (1) letter from an high school academic administrator
- 2 to 3 page typed Essay (see application for essay topic)
- All applicants for scholarship must participate in an interview with the selection committee.

African-American Monumental Life Settlement Scholarship
The Maryland Insurance Department, during a company examination, identified a problem with the premium rates of Monumental Life Insurance Company (Monumental). The examination revealed that African Americans were charged higher premiums because of their race. As a result, Monumental agreed to a large financial settlement.
As one phase of the agreement, Monumental established an adjustment fund in the amount of $5 million. This portion of the settlement was for those insureds who were entitled to premium adjustments, but for whom Monumental no longer had records. The $5 million adjustment was divided among the states based on Monumental's estimate of the number of affected policies for whom the owners could not be determined. The State of Kansas received $19,149.56 as part of that settlement.
Insurance Commissioner Sandy Praeger advocated for establishing a scholarship program for Kansas African American college students with the state's share of the settlement. The Kansas Legislature passed a law designating the funds for the program.
Application Deadline: May 1st
Amount: $1,000 for the semester
Student Qualifications:
• Student must be African-American.
• Student must be enrolled in an accredited institution of higher education in Kansas.
• Student must have a designated major in Mathematics, Computer Science or Business with an emphasis in accounting, economics, finance or investments.
• Student must have a cumulative college grade point average of 3.0 or better on a 4.0 scale.
• Student must be able to supply an academic reference letter from a teacher or administrator at his or her school.
• Student must be available for an interview.
