1. Develop and implement a professional development instructional program resulting in improved teaching efficiency/efficacy of educators and teacher educators;
2. Develop appropriate and effective instructional strategies, resources, and curricula specific to English language learners;
3. Establish an ongoing professional development model that sustains these essential skills that result in teachers effectively assisting English language learners in meeting state standards;
4. Collect, analyze, and document process and outcome data for program improvement; and
5. Develop and implement a comprehensive evaluation plan for the ESL/bilingual education training supported by this grant.
