Review of Campus Committees/Boards/Councils/Task Forces

Background
In accordance with the "Sunset Bill," FSB85007, reviews of all appropriate University-wide committees are to be done every four years. Committees are automatically abolished after four years if not reviewed and recommended for continuance by the COCG. (Review form attached.)

On February 27, 2001, three committees were reviewed during public hearings. Although the schedule of meetings was publicized electronically via Campus Communications and read into the Faculty Senate minutes of February 20, 2001, no outside constituents attended these hearings.

The following committees were reviewed on February 27:

Campus Computer Advisory Committee
Satisfactory Academic Progress Committee
Performing Arts Board (scheduled for review in spring 2000, but no one attended the hearing or responded to requests for information last spring)

We were unable to determine if the Ad Hoc committees of Parking Violations Review and Committee on Academic Excellence are still in existence. These were last reviewed in 1997 and COCG needs to follow up.

General Suggestions for Improvement
Student participation on some University committees continues to be a problem. As noted in the COCG Report from April 25, 2000, students are currently selected by ASG in the spring and told to attend meetings in the fall. COCG still does not know if any reminders are sent to students by ASG in the fall. Apparently, some students do not attend the committee meetings to which they are assigned.

It was suggested last year and should be re-emphasized that committees could recruit their own students who they know have an interest in that particular committee. In addition, student course schedules and work schedules should be considered when committees at the beginning of the fall semester are setting times for meetings.

A second, ongoing concern is the need for COCG and the President's Office in particular to know the chairs of University committees early in the fall semester, as soon as committee membership is established. There is still a problem with the failure to distribute minutes of committee meetings, but without names of chairs, COCG does not know who to contact. We would advise more effective and timely communication among committee chairs, the COCG chair, and the President's Office.

Specific Committee Reviews

1. CAMPUS COMPUTER ADVISORY COMMITTEE

Dr. Michael Butler, CAC Chair, and Dr. John Ziegler, CAC Executive Secretary, attended the hearing.

The purpose of the CAC is to "Examine university-wide computing issues and serve as a conduit of computing information among campus units, CATS, and administration; assist in development of the technology plan [and] assist with the computing policy decisions. Representatives from the academic, student, and administrative areas attend meetings."

Dr. Butler and Dr. Ziegler noted that the CAC had accomplished the following goals this academic year:
• Examined ESU Internet@Home fees for faculty teaching online courses. In this case, faculty who teach online and subscribe to Internet@Home have been reimbursed ½ the cost of the account for this year.
• Implemented a plan to reduce campus GroupWise mailbox overflow.
• Examined lack of bandwidth/speed issues.
• Updated PUT document for computer acceptable use policy.
• Recommended purchase of packet sniffer software.
• Continue to work toward improving the role of the CAC as a conduit of computing information within the campus community.

Dr. Butler and Dr. Ziegler both observed that CATS personnel visit the meetings, and that Roy Gallup serves as an ex officio member. Dr. David Wang, Vice President of Information Technology, has also been attending CAC meetings for input. There is a concern about length of meetings with little or no resolution to problems. The CAC may also have opportunities for further computing improvements if the University succeeds in obtaining a Title III grant for educational technologies, specifically a student information system not dependent upon a mainframe.

Cynthia Akers asked if minutes of meetings were being distributed to the President's Office, the Faculty Senate Office, the COCG Chair, and Vice President Ray Hauke. The distribution needs to be improved to keep up a communications flow and to learn if problems are being addressed.

Due to the nature of information technologies in higher education, COCG strongly urges the continuation of the Campus Computer Advisory Committee for the next four years, to be reviewed again in spring 2005. As stated by Dr. Butler on the committee review sheet, "The campus is facing significant technological challenges and the CAC can and should facilitate our efforts to meet these challenges."

2. SATISFACTORY ACADEMIC PROGRESS COMMITTEE

Elaine Henrie, who is listed as chair of this committee, was ill and could not attend the hearing on February 27. Wilma Kasnic, the committee's executive secretary, and Bob Goltra, listed in the commitee review report as chair for 2000-2001, attended and reported.

The Satisfactory Academic Progress Committee "is organized to meet requirements for awarding federal, state, and institutional funds to students. The committee reviews grades/hours passed of students who do not meet the minimum standards at the end of each academic term."

Kasnic and Goltra both noted that Pamela Scott (interim coordinator of the Multicultural Center) was added in 2000-2001 by President Schallenkamp to bring a more diverse perspective to the committee. They expressed a satisfaction with the campus cross-section of the committee, and added that they feel the committee serves a purpose beyond its stated one – that they can help students get back on track academically and present students with opportunities for reinstatement.

COCG recommends that the Satisfactory Academic Progress Committee continue for the next four years, to be reviewed again in spring 2005.

3. PERFORMING ARTS BOARD

As recorded in the 2000 COCG review, there was a concern about the Performing Arts Board not responding to last year's review. This year, both Dean Lendley Black and James Manning, PAB student chair, attended the review.

The purpose of the Performing Arts Board "is to administer all student fee monies allocated in partial support of ESU programs in the performing arts. The ‘performing arts' may be interpreted in any fashion the Performing Arts Board sees fit but, at this writing, they consist of certain aspects of debate, theatre, and music. The Board, further, may assume responsibility of encouraging and garnering support for, coordinating where appropriate, and otherwise fostering the performing arts in the ESU community."

Dean Black and Manning reported that the composition of the Performing Arts Board seems to be working. This composition is specified in the committee charge as "Three faculty members, two of whom shall have appointments within the College of LA&S, but no faculty member shall be a member of the Division of Comm/Theatre Arts or the Division of Music. Five students, composed of one Music participant; one Debate participant; one Theatre participant; two not majoring or participating in Division of Comm/Theatre Arts or the Division of Music. The Dean of the College of LA&S shall be the ex officio member who shall vote only to break ties, and serve primarily in an administrative capacity. "

Both Black and Manning have a concern with appointment of students to the Performing Arts Board. Communication between outgoing and incoming ASG presidents appears to be minimal, and as a result appointed students are not notified in a timely manner of their appointments and responsibilities. Black and Manning emphasized that the students who do serve on the PAB are dedicated and make significant contributions.

COCG recommends that the Performing Arts Board continue for the next four years, to be reviewed again in spring 2005. COCG concurs with the recommendation of better communication between ASG presidents overall for any University committees which have student membership.
