Minutes
Faculty Senate Executive Committee
Emporia State University
October 28, 1999

Members Present: Akers, Kuehn, Moore, Schwenn, Simpson, Swanson, Wyatt
Members Absent: Calhoun
Visitors Present: None

  1. Call to Order: President Kuehn called the meeting to order at 11 AM in the KSN Room of the Memorial Union.

  2. Minutes: The Minutes of the October 21 meeting of the Executive Committee were discussed but not approved. The minutes will be considered for approval at the next meeting.

  3. Announcements and Comments:
    1. Vice President for Academic Affairs Schwenn: Schwenn distributed copies of the annual update of Vision 2020, a document mandated by the Board of Regents. Members were invited to review the document and send comments to his office as soon as possible as this document will be submitted to the Regents in the next few days. Schwenn indicated that he and Kuehn will proof read all bills and resolutions passed by the Senate before they are sent to the President's Office to insure they are grammatically correct.
    2. President of the Faculty Kuehn: Kuehn reported that FSB 98017 and FSB 99001 have both been sent to the President for her consideration. The establishment of an additional e-mail list of unclassified staff is being considered. This will allow unclassified staff access to e-mail information sent to the faculty.

  4. Committee Reports:
    1. Committee on Campus Governance (Akers): Akers reported that members of the Athletic Planning Board had approached her about changing the Board's name to the Athletics Advisory Board. Akers will write a letter to the President recapping the Boards history and supporting the name change.
A faculty member expressed concern to Akers about faculty members sitting on funding boards that they have requested funds from in the past, or are likely to request funds from in the future. Discussion ensued. The consensus was that the board in question should develop its own policy about this issue as other boards have done. Akers will conduct research on the Bills that created funding boards to determine what role if any the Faculty Senate should take on this or similar issues.
    2. Faculty Affairs (Simpson): Simpson reported that work on the intellectual property policy is proceeding. Wyatt raised the issue of students selling notes to firms that post them for profit on the Internet. Discussion ensued. Simpson will explore the issue to see if it warrants being included in the policy.
    3. Academic Affairs (Swanson): Swanson informed the Committee that a meeting with ASG leaders, Faculty Senate leaders and the Administration about developmental courses is scheduled for tomorrow. Work on registration holds is continuing.

  5. Old Business:
    1. Report on Guidebook for Faculty: Wyatt conveyed information from Calhoun about the Guidebook. Calhoun has reviewed suggestions offered by select faculty and has made uncontroversial changes involving grammar and style. Substantive suggestions for improvement will be compiled and referred to the appropriate governing body for review. Suggestions involving the appointments of graduate faculty, for example, have been referred to the Graduate Council for consideration. Other suggestions will likely be referred to the Faculty Affairs Committee for either review or assignment to another governing body.
    2. Proposal on Speaking Privileges: The developing proposal for speaking privileges in the Senate and its Committees was discussed. It was noted this policy applies to members and nonmembers of the Senate alike.

  6. New Business: Discussion about faculty definition and rank ensued. Administrators must have academic rank approved by the appropriate academic division to be considered members of the faculty.

  7. For the Good of the Executive Committee: None

  8. Adjournment: President Kuehn adjourned the meeting at 12 PM.
