[1] Whereas the concurrent enrollment of high school students in college credit courses is allowed by legislative action known as the Kansas Challenge to Secondary School Pupils Act, and

[2] Whereas the intent of this legislation is to provide educational opportunities for students of demonstrated scholastic ability, and

[3] Whereas some concurrently enrolled students may not have demonstrated they are adequately prepared for college level work, and

[4] Whereas the intent of this legislation is to provide qualified students with exposure to the academic and intellectual environment of a university, and

[5] Whereas some concurrently enrolled students may receive college credit for academic work which is completed in their high school environment with no interaction with college level faculty, students or facilities, and

[6] Whereas some concurrently enrolled students may receive college credit for academic work which does not exceed what is required to satisfy high school graduation requirements, and

[7] Whereas such concurrent enrollment ultimately decreases the value of Kansas students’ university education, and

[8] Whereas decreasing the value of individual students’ education is ultimately harmful to the state of Kansas, therefore

[9] Be it resolved that the E. S. U. Faculty publicly expresses its opinion that the concurrent enrollment of high school students in college credit courses should be limited to the students of demonstrated scholastic ability as stated in the enabling legislation.

[10] Furthermore, college credit should only be given for academic work which involves significant interaction with a university environment.

[11] Furthermore, the genuine distinction between high school academic work and college level academic work should be recognized and maintained.
