I. Call to order

Faculty President Yanik called the meeting to order at 12:10 p.m. in the KSN Room.

B. Faculty President Yanik
1. President Yanik announced that the student secretary for the Senate will not be continuing in the position this year. She will remain until a replacement can be found. If anyone knows someone who might be interested in the 8-10 per week position they should contact President Yanik as soon as possible. If possible the individual needs to be available on Tuesday and Thursday afternoons.
2. Regent Talkington will be on campus on October 10. Members of the Faculty Senate are invited to meet with him in the President's Conference Room from 2:00 - 2:30 p.m.
3. ESU President Schallenkamp was welcomed as a visitor.

III. Committee Reports

A. Committee on Campus Governance (Robinson)
The committee has started re-writing the constitution. The committee will present a resolution to the Senate at the meeting on September 16. The committee will be reviewing two university committees this year. Some questions were raised about the small number this year. President Yanik will check to see if the number to be reviewed each year are similar; if not, it was suggested a balance be sought. It was reported that two campus administrators are to be evaluated this year (Stephens and Hashmi); details to be provided in near future. It was pointed out the committee needs to again look at FTE's produced to be sure there is an appropriate number of senators from all areas represented.

B. Academic Affairs (Ballester)
A copy of FSR 97001 dealing with concurrent enrollment was distributed. Three main issues were noted: (1) purpose to provide opportunities for qualified students with demonstrated scholastic ability, (2) concurrent enrollment may not be enhancing the value of an individual students' education, and (3) there should be significant interaction with a university environment which supports the distinction between high school academic work and college level work. The issue will not be on the agenda but the resolution will be brought up on the floor of the Senate. Clarification was provided that the resolution does not apply to AP and CLEP courses. It was suggested evidence be gathered that some students involved in concurrent enrollment have not possessed the skills they should have had when they enrolled full-time on campus.

C. Faculty Affairs (Speedie)
Committee members have been discussing the meaning of and implications of the draft document from the Board of Regents on "intellectual property". Several concerns are being expressed regarding the short timeframe to react to the draft and the problems in drafting an alternative document. After some discussion it was felt ESU does not have to develop a new separate document but it may be sufficient to react to and point out concerns. More will be known about the process and timeframes after the meeting of Faculty Senate Presidents and representatives of the Regents on Thursday, September 18. President Yanik will attempt to obtain copies of drafts from other Regent schools. A question was raised about why the issue has arisen and what other states (university systems) have developed a policy. The committee plans to discuss the current draft policy at its next meeting.
