FACULTY SENATE MEETING
March 4, 1997

1. Call to order:
President Ron McCoy called the meeting to order at 3:35 p.m. in the South Conference Room.
2. Approval of Minutes:
Sen. Greenlief moved that a statement should be added to the Feb. 18 minutes to reflect the discussion during the Feb. 18 Senate meeting concerning the need to work of communication with the faculty and on faculty involvement in general. The motion was seconded by Sen. Schwarm. The motion passed.
3. Announcements and Remarks:
A. Associate Vice President Schwenn
Dr. Schwenn mentioned that some data such as graduation rates, minority retention rates, etc., mentioned in the Vision 2020 document, are currently being gathered. The Board of Regents committee on Program Review has been formed and they have begun discussions of the procedures for program review. In response to President McCoy's observations that faculty are not able to provide effective and representative input during the summer, the committee agreed to move those procedures which involve faculty work to September.
B. ASG President Ethan Schmidt
President Schmidt mentioned that the deadline for applying for money through the educational opportunity is approaching. Application forms for requests up to $200 for academic equipment may be obtained in the Student Government office.
C. Faculty President McCoy
1. President McCoy is the Senate Presidents' representative on the Board of Regents Program Review Committee. He encouraged all faculty members to send him any suggestions for possible measures that should be considered in the program review procedures. The Committee will meet later this month. It has been proposed to have some uniform measures used for each regent institution and if a program doesn't meet the expectations in one of these measures (that it, "hits a trip wire"), then the program will be the subject of a campus focused review. These recommendations of the committee on Program Review will be presented to the Board in May.
2. It is still unknown as to whether ESU will receive a $377,000 budget reduction.
4. Committee Reports:
A. Academic Affairs (Ballester)
This committee reviewed FSB96004 and will suggest an amendment when the bill comes up under old business. The committee also discussed concurrent enrollment. The committee did not think it would be possible to develop a bill to address the issue of evaluating college credits received while students are in high school. The committee may develop a resolution on this issue.
B. Committee on Campus Governance (Robinson for Goltra)
This committee reviewed the committees, Community Service Council, the Computing Advisory Committee, and the Curriculum Review Committee. All were found to provide valuable services to the university.
C. Faculty Affairs (Butler)
The committee is exploring the issue of faculty compensation and is having Linda Mannering present information about this issue at a future committee meeting.
D. Faculty Handbook (Greenlief)
The committee is making "slow" progress.
5. Old Business
A. FSB96004
Sen. Ballester presented proposed amendments to FSB96004. Sen. Strickland moved and Sen. Greenlief seconded to accepted the proposed amendments. The discussion that followed included Dr. Rod Sobieski speaking in favor of the proposed amendments. The motion carried. FSB96004 as amended was voted on and passed.
B. FSB96005
Sen. Harrell presented and moved to accept a proposed amendment to remove the word consecutive from Line 3 in FSB96005. Seconded by Sen. Greenlief. Considerable discussion followed. As part of the discussion, Sen. Greenlief suggested that a time frame be added to FSB96005. It also was suggested that the Senate rules temporarily be suspended in order to allow a vote regarding the addition of a suggested time frame. It was moved by Sen. Schrock and seconded by Sen. Ballester that Line 3 read as: "regularly scheduled meetings of the senate during the academic year, to include Senate and Senate." The addition of the time frame to the proposed amendment passed unanimously. Sen. Greenlief then moved that the proposed amendment with the addition of the time frame be accepted. Seconded by Sen. Schrock. Motion passed. The vote for FSB96005 with the approved amendments was favorable. It was the opinion of the Senate that FSB96005 begin with the fall semester of the 1997-1998 academic year.
C. FSB96006
There was no discussion regarding FSB96006. Sen. Greenlief called for a vote on the bill, and FSB96006 passed.
6. New Business:
None
7. For the Good of the Order:
Sen. Strickland asked for clarification regarding the University's chronic low performance policy. Considerable discussion followed about the policy and the need for each division to identify in FRC documents how the policy will be implemented. Sen. Schrock reiterated the need for all faculty to have a faculty handbook especially since faculty evaluation policies, including chronic low performance indicators, are being examined and/or revised in each division. Sen. Irwin encouraged faculty to be knowledgeable of and to be involved in the process of program review.
Helen McElree received the Ruth Schillinger Award, an annual award presented to the woman faculty member who has made outstanding contributions to Emporia State. The women's 4 x 4 relay team holds the best time in the nation for the Division II national championships. The Lady Hornet basketball team will play in the NCAA Division II South Central Regional on March 6. Dr. Schwenn announced that a representative from the Kansas Health Foundation will meet with faculty interested in health or health related research on March 17 to present information about the availability of small grants. Kevin Mahogany will perform with Emporia State/Baker University Jazz Ensemble on March 8-9. The Leopold Leigl Concerto concert will be in ATH on March 11 at 7:30 p.m. The ‘S Wonderful, The Music of George Gershwin will take place on March 14-15 in the Bruder Theatre at 8 p.m.
8. Adjournment
President McCoy adjourned the meeting at 4:50 p.m.
