FACULTY SENATE MEETING
February 4, 1997

1. Call to order:
President Ron McCoy called the meeting to order at 3:35 p.m. in the Messenger Room.
2. Approval of Minutes:
Sen. Strickland moved and Sen. Terrell seconded approval of the minutes of the Senate's January 21st meeting with a correction in the attendance list. The motion passed.
3. Announcements and Remarks:
A. Vice President Payne
1. Several Regent committees are having meetings this month such as the Committee on the Effects of Qualified Admissions, the Committee on Program Review, the Committee on Distance Learning, and the Committee on Intellectual Property Rights.
B. Senate President McCoy
1. Senate will be meeting in the South Conference Room in February.
2. Phyllis Nolan, the chair of the Board of Regents, will be on campus Tuesday, February 11 at 3:30 in the Sauder Alumni Center to meet with faculty members.
3. The vitae of the candidates for the ESU presidency who will be invited for on campus interviews, will be available at various campus locations. These candidates will be on campus on February 14th and there will be a series of faculty forums with the candidate. It is expected that the announcement of ESU's next president will be on Saturday, Feb. 15.
4. President McCoy discussed at length the faculty evaluation document that had been submitted from ESU and approved by the Board of Regents. He read portions of the document and then asked senators if these policies were in place in all divisions. Vice President Payne requested that he be contacted if faculty did see problems in their divisions. Much discussion followed. There was some confusion about how this faculty evaluation document was constructed. Also, Sen. Butler reminded senators that each division is responsible for writing divisional guidelines on chronic low performance.
4. Committee Reports:
A. Academic Affairs (Ballester)
This committee did not have a quorum.
B. Committee on Campus Governance (Goltra)
This committee is working on an amendment to the senate constitution concerning absences at Senate and Senate committee meetings. Also reminders will be sent out to those university committees that are being reviewed this year.
C. Faculty Affairs (Butler)
No business to report.
D. Faculty Handbook (Greenlief)
This committee continues to work on updating the Faculty Handbook.
5. Old Business
A discussion was held about FSB 96004, the bill about Oversight of Competency Exams. Ed McGlone addressed the Senate and said that he was generally in favor of the bill but he requested that all students be included under the legislation (i.e. delete the part that exempts education majors because of specific testing already in place.). Some discussion followed. Sen. Greenlief moved and Sen. Tompkins seconded that the bill go to third reading and the Academic Affairs Committee consider possible amendments before the next Senate meeting.

7. For the Good of the Order
Senator Keller encouraged that senators interested in amending FSB 96004 contact committee members and have an amendment ready in writing for them to consider. Sounds of Africa will be perform Thursday night at 7 pm. Three students from ESU are doing very well in KU Pharmacy School. Eleven ESU students will attend the Ozark Flint Hills Festival.

President McCoy adjourned the meeting at 4:40 P.M.
