FACULTY SENATE MEETING
December 3, 1996
Members present: Ballester, Bleeker, Briggeman, Butler, Coufal, Dirks, Dungan, Foyle, Frederickson, Goltra, Greenlief, Harrell, Johnson, Kantameni, Keller, Martin, McCoy, Payne, Robinson, Samuelson, Schrock, Scott, Smith, Speedie, Stephens, Strickland, Terrell, Wyatt, Yanik
Members absent: Edmiston, Irwin
Substitutes: Kircheffer for Johnson (for Schwarm)
1. Call to order:
President Ron McCoy called the meeting to order at 3:35 p.m. in the Messenger Room.
2. Approval of Minutes:
After two small typing errors were noted, Sen. Strickland moved and Sen. Harrell seconded approval of the minutes of the Senate's November 19 th meeting. The motion passed.
3. Announcements and Remarks:
A. Vice President Payne
1. Fall Commencement will be held at 10:00 a.m. on December 21 in White Auditorium.
2. The Spring Faculty Meeting will be held January 14 th at 1:30 p.m. in Bruder Theatre.
3. The search for a new Director of the Library has failed. The search will be reopened.
4. Beginning January 1, there will be a university web master, a new half time position.
5. At the December Board of Regents meeting, the distance learning committee will bring forward a proposal to eliminate geographic instruction. This would include all types of instructional delivery systems.
B. Senate President McCoy
1. The student government leaders have expressed an interest in posting faculty information on the Internet. The Council of Senate Presidents opposes the Internet posting of any materials which are used for faculty personnel decisions, but does not oppose the posting of course information such as course syllabi.
2. At the President's Advisory Council meeting on Dec. 2nd, it was announced that grades are due by noon on December 23.
3. At the present time, the position of the Governor's Office on ESU's budget recommendation remains unclear.
4. The next Senate meeting will be January 21, 1997.
5. Copies of a document on samples of Post Tenure Review Policies were distributed to members of the Senate Executive Committee members. Senators interested in this document were asked to contact any member of the Executive Committee.
C. ASG President Ethan Schmidt
1. President Schmidt mentioned that he has been unable to regularly attend Faculty Senate meetings due to a conflict with the meeting time of the Executive Council of the Student Government.
2. A report was made concerning the recent changes in student activity fees.
3. ASG has initiated Constituency Days. On these days, a table, staffed by ASG members, is set up in the hallway of a specific ESU building. This is to increase the communication between ASG members and students and faculty.
4. Money will soon be dispersed from last year's ASG Equipment Drive.
5. The Athletic Board of Control's resolution on the definition of good academic standing is currently being discussed by ASG/.
6. ASG is interested in establishing a web site for course information.
4. Committee Reports:
A. Academic Affairs (Ballester)
This committee did not officially meet due to a lack of quorum.
B. Committee on Campus Governance (Terrell)
This committee reviewed the Senate constitution and by-laws and has no recommendations for changes. The committee is proceeding with their schedule of reviewing university committees. The dispute over membership on the Student Publication Board is still unresolved.
C. Faculty Affairs (Butler)
Sen. Butler distributed a memo summarizing the committee's findings on university travel. Travel decisions are made at the divisional level.
D. Faculty Handbook (Greenlief)
The Handbook Committee will have a chapter ready to distribute to senators at the first Senate meeting in January.
5. Old Business
Senator Foyle moved and Senator Dirks seconded a motion that the prior approval bill be recommitted back to the Academic Affairs Committee. The reason given for this motion was the lack of an official Academic Affairs meeting last Tuesday. On that date, the Committee lacked a quorum by one faculty member. The possibility of tabling the motion was also discussed. The senate voted to recommit the bill back to committee. As a consequence of this action, if the bill is brought back to the senate it will be on first reading.

7. For the Good of the Order
The ESU Jazz Ensemble will present a concert at 7:30 PM. in Albert Taylor Hall. Cafe del Opera will be performed Dec. 6-7 at 7:30 PM. in Roosevelt Hall. The Emporia Symphony Orchestra and Community Chorus will present their concert on Dec. 11 at 7:30 PM. in Albert Taylor Hall.
8. Adjournment
President McCoy adjourned the meeting at 4:55 P.M.
