FACULTY SENATE MEETING
January 21, 1997

1. Call to order:
President Ron McCoy called the meeting to order at 3:35 p.m. in the Messenger Room.
2. Approval of Minutes:
Sen. Kantameni moved and Sen. Johnson seconded approval of the minutes of the Senate's December 3rd meeting. The motion passed.
3. Announcements and Remarks:
A. Vice President Payne
1. The Board of Regents will be setting the parameters for next year's program review. As of this date those parameters have not been determined. Therefore we may have a short time period in which to develop our institutional plans for program review.
B. Student Body President Schmidt
1. The Student Body Presidents and Senate Presidents are continuing their discussions on placing course related information on the Web.
2. ESU's Day at the Legislature will be January 28.
3. Student Governments at all regents institutions will be considering 9 bills. These bills will then be presented to the Legislature. Doug Jones, the student director of government relations will be compiling ESU's student legislation.
4. The first spring semester meeting of ASG will be Thursday, January 23 in the 2nd floor of the Union.
C. Senate President McCoy
1. The ESU proposal for a doctorate in instructional technology has been sent back to COCOA for further consideration.
2. Phyllis Nolan, the chair of the Board of Regents, will be on campus Tuesday, February 11 at 3:30 in the Sauder Alumni Center to meet with faculty members.
3. The list of candidates for the ESU presidency who will be invited for on campus interviews, will be announced on February 10. These candidates will be on campus on February 14th and it is expected that the announcement of ESU's next president will be on Saturday, Feb. 15.
4. The Senate Executive Committee approved the formation of a Committee on Opportunities for Academic Excellence. The members of this committee are Ron McCoy, chair, Dwight Moore, Leslie Lewis, Herbert Achleitner, Brian O'Connor, Glenn Pettengill, Sharon Karr, and Sheryl Nowak.
5. The Senate Executive Committee has been discussing via e-mail the formation of a committee to collect input from faculty regarding suggestions for cutbacks if the proposed ESU budget cuts are realized. Betsy Yanik will chair this committee.
4. Committee Reports:
A. Academic Affairs (Ballester)
This committee decided to drop the prior approval issue from its agenda. The committee passed a bill on competency exams which will be introduced under new business.
B. Committee on Campus Governance (Terrell)
This committee is working on an amendment to the senate constitution concerning absences at Senate and Senate committee meetings.
C. Faculty Affairs (Butler)
No report.
D. Faculty Handbook (Greenlief)
Sen. Greenlief distributed 20 copies of Chapter 2 of the Faculty Handbook. He mentioned that there are still some minor items which must be updated in this chapter.

6. New Business
Sen. Ballester introduced FSB 96004, Assignment of Competency Exam Responsibility to General Education Council. Sen. Harrell moved and Sen. Greenlief seconded that this bill be brought to the Senate floor. This was passed and Sen. Ballester described the content of the bill. Rod Sobieski requested that the provisions in the bill not exclude education majors in light of the likelihood that the PPST exam will be discontinued. It was also noted that ESU is the only regent institution that requires competency exams. It was suggested that some new form of testing will be mandated for education majors. Much discussion followed on this subject.
7. For the Good of the Order
The EAC Twilight concert will be held Jan 31. A ESU faculty recital will be held Feb. 4 in Heath Recital Hall.
8. Adjournment
President McCoy adjourned the meeting at 4:25 P.M. The next Senate meeting on Feb. 4 will be held in the South Conference Hall.
