FACULTY SENATE MEETING
November 19, 1996

Members present: Ballester, Bleeker, Briggeman,Butler, Coufal, Dirks, Dungan, Edminston, Foyle, Frederickson, Goltra, Greenlief, Harrell, Irwin, Johnson, Kantameni, Keller, Martin, McCoy, Robinson, Samuelson, Schrock, Smith, Speedie, Stephens, Strickland, Terrell, Yanik

Members absent: Calhoun, Scott, Wyatt

Substitutes: Kircheffer for Johnson (for Schwarm), Schwenn for Payne

1. Call to order:

President Ron McCoy called the meeting to order at 3:35 p.m. in the Messenger Room.

2. Approval of Minutes:

Sen. Keller moved and Sen. Greenlief seconded approval of the minutes of the Senate's November 5th meeting. The motion passed.

3. Announcements and Remarks:

Faculty President McCoy:
1. President McCoy provided an overview of some of the issues discussed at the November Board of Regents meeting.
a) Pittsburg Univiersity is trying to create a partnership with Labette Community College. A decision on this proposal was postponed.
b) During discussions in the COCOA meeting about ending geographic jurisdictions, the group could not reach a consensus about the definition of distance learning, mediated instruction, etc. They will continue to study these topics.
c) The Student Advisory Council brought forward the issue of faculty evaluations. The Council of Senate Presidents is willing to discuss the issue of making course syllabi available on Internet but is opposed to making student evaluations of faculty public, since this information is used in personnel decisions.
2. President McCoy distributed a report of the demographics of the applicants and nominees for the ESU presidency. Any opinions concerning the particular qualifications that should be emphasized should be made to one of the faculty members of the search committee (McCoy, Karr, Grover, and Pettengill).

4. Committee Reports:

A. Academic Affairs (Ballester)
Rod Sobieski made a presentation to the committee concerning the status of competency exams. The committee passed a bill on a prior approval policy. The members of the committee are continuing their discussion on concurrent enrollment.

B. Committee on Campus Governance (Terrell)
This committee did not meet last week due to a lack of quorum.

C. Faculty Affairs (Butler)
John Blaufuss spoke to the committee about how travel funds are dispersed. The committee is preparing an informational item on travel funds.

D. Faculty Handbook (Greenlief)
This committee continues to make slow progress. The committee hopes to have one more chapter done by the end of this month.

5. Old Business

Senators are requested to review the faculty senate constitution and by-laws and forward any suggestions for revision to the Executive Committee.

6. New Business

Senate Bill FSB96003, a bill on a prior approval policy, was brought to the Senate floor by the Academic Affairs Committee. Sen. Ballester moved approval of the bill. Sen. Schrock seconded the motion. A lengthy discussion followed. The legality of such a bill was questioned. The chair stated that the committee has had several communications in the past with the Regent's lawyer and has been told this is an institutional matter. There was much discussion about the question of whether or not this policy conflicts with the equivalencies that have been established with community colleges. Senators were requested to send any amendments to the Senate Executive committee meeting and these amendments will be circulated before the meeting.

7. For the Good of the Order

Members of the Kansas legislature will be on campus, Thursday, Nov. 21. Faculty may meet with them from 10:20-10:50 am in the KSTC Room. The Chamber Orchestra will have a concert on Nov. 22 in Beach Music Hall. The play, The Car, will be presented Nov 20-23 in Bruder Theatre. On Thursday morning at 7 am, Ron McCoy will make a presentation for the Graduate School Discussion Group. A nationally known glass blowing artist will be on campus on Wednesday, Nov. 20.

8. Adjournment

President McCoy adjourned the meeting at 4:55 P.M.
