FACULTY SENATE MEETING
February 18, 1997

1. Call to order:
President Ron McCoy called the meeting to order at 3:35 p.m. in the South Conference Room.
2. Approval of Minutes:
Sen. Terrell moved and Sen. Wyatt seconded approval of the minutes of the Senate's February 4th meeting with small corrections noted. The motion passed.
3. Announcements and Remarks:
A. Associate Vice President Schwenn
Dr. Schwenn did not have any announcements but did respond to some questions raised by senators concerning faculty evaluations. The question was raised whether or not the Board of Regents believed that faculty had input into the creation of the ESU faculty evaluation document. That was answered in the affirmative. When asked if he believed faculty had the opportunity for input, he answered in the affirmative. Several faculty senators expressed the belief that additional and more timely communications are needed between the administration and the faculty - especially on those issues that are of obvious importance to the faculty. Then the question was raised concerning the number of faculty which were involved. That number was unknown. Schwenn believes everyone should have had the opportunity. Apparently many of the items in the document can be found in the faculty evaluation process in the Teacher's College. One senator pointed out that several divisions were unaware of the document. Dr. Schwenn stressed that he was noting the importance of faculty input and that this would not happen.
B. Senate President McCoy
1. President McCoy noted the Board of Regents directives about faculty evaluations didn't reach the faculty effectively and that on a campus this size there is no excuse for such a lack of communication. It was noted that this should have been a 'grass-roots' effort, since that's what the Regents required and that's what seems to work best.
2. Phyllis Nolan, the chair of the Board of Regents, met with approximately fifty faculty members on February 11 at 3:30 in the Sauder Alumni Center. The meeting was very successful and plans are underway to invite another member of the Board of Regents to ESU.
3. ESU's next president will be Dr. Kay Schallenkamp. The evaluation forms gathered after the faculty forums were tabulated and summarized in a report given to Steve Jordan and President Glennen. The preference of the faculty was that Dr. Schallenkamp be offered the position of ESU president.
4. Committee Reports:
A. Academic Affairs (Ballester)
This committee did not meet due to Regent Nolan's visit. Sen. Ballester moved and Sen. Greenlief seconded a motion that the third reading of FSB 96004 be postponed until the March 4th meeting of the Senate. The motion passed.
B. Committee on Campus Governance (Goltra)
This committee will submit two bills under new business. The committee will begin reviewing university committees next week.
C. Faculty Affairs (Butler)
No new business to report.
D. Faculty Handbook (Greenlief)
This committee is "rushing forward at a snail's pace".

6. New Business
Sen. Goltra presented two bills for Senate consideration, FSB 96005, an amendment to the Faculty Senate Bylaws to modify the Senate absenteeism policy, and FSB 96006, an amendment to the Senate Constitution to modify the composition of the Faculty Senate Executive Committee. Sen. Goltra moved and Sen. Ballester seconded that these bills move to the senate floor for first reading. The motion passed.
7. For the Good of the Order
The Faculty Jazz Concert will be Wed., Feb. 19th at Albert Taylor Hall. An Albee Evening, a student directed production will be performed the next two weekends. One hundred and thirty student-athletes obtained gpa's above 3.0 in the fall semester. Both men's and women's basketball teams have qualified for the MIAA post-season tournament. The indoor track teams will attend the MIAA Championship Tournament this weekend. Spring athletic teams are opening their schedules.
Sen. Irwin expressed his thanks to President McCoy and all the members of the ESU Presidential Search Committee for their hard work. Sen. Martin moved and Sen. Schrock seconded a motion that the Senate send a note of thanks to each committee member. The motion passed. It was suggested that President Schallenkamp be invited to routinely meet with the Faculty Senate.
8. Adjournment
President McCoy adjourned the meeting at 4:20 P.M.
