FACULTY SENATE MEETING
September 17, 1996

1. Call to order:
President Ron McCoy called the meeting to order at 3:35 p.m. in the Messenger Room.
2. Approval of Minutes:
Schrock moved and Harrell seconded approval of the minutes of the Senate's September 3 meeting, with the change, under members that "Brinkman" should read Briggeman. The motion passed.
3. Announcements and Remarks:
A. Vice President Payne
1. The administration is concerned about ESU's enrollment figures. This matter is currently under discussion in the President's Council.
2. Faculty input has been received on both the Vision 2020 document as well as the Faculty Evaluation document. There was a question from the floor concerning the reference to inverted degrees in the Vision 2020 document. Vice President Payne said that such a specialized program is being discussed and designed by the General Education Council. This program would be part of the General Studies program.
3. The Institutional Pre-proposal on the Doctorate in Instructional Technology will be submitted next week.
4. Payne explained in response to a senator's concern that a common numbering system between ESU and community colleges is being explored by one division but that it is not a mandated program.
B. Faculty President McCoy:
1. President McCoy announced that after speaking to the Executive Director of the Board of Regents, that it is likely that there will be an opportunity for faculty to meet with each candidate during the campus visit of each of the five final ESU presidential candidates. It is likely that these visits will occur in January.
4. Committee Reports:
A. Academic Affairs (Ballester)
The committee is discussing the issues of prior approval and concurrent enrollment. The committee may also discuss Vision 2020 and may forward its suggestions on this document. The committee is also addressing how to interpret good academic standing in regard to extracurricular activities.
B. Committee on Campus Governance (Terrell)
This committee will review 12 university committees under the provisions of the Sunset Bill. This will complete one cycle of reviewing all university committees. One senator questioned when the parking committee is scheduled for review.
C. Faculty Affairs (Butler)
Senator Butler brought forth Bill FSB96001, a Proposal for Procedures Relating to Dismissal of Tenured Faculty Due to Chronic Low Performance. This document has been modeled after a similar document from the University of Kansas however the Faculty Affairs Committee has made substantial changes based upon faculty input. Johnson moved and Martin seconded that this bill be accepted. Much discussion followed from the Senate floor. The committee has agreed to take the bill back to committee and review the suggested changes and bring the bill back for consideration at the next Senate meeting on October 1. Several senators thanked this committee for their hard work on this issue.
D. Faculty Handbook (Greenlief)
There was no report from this committee.
5. For the Good of the Order
The Emporia Arts Council opens its season with Steve Miller's Kansas City Band on Sept. 20 in Albert Taylor Hall. There will be a Duo Piano Faculty Recital on Sept. 25.
6. Adjournment
President McCoy adjourned the meeting at 5:05 P.M.
