ESU Classified employees vote to move to University Support Staff service
With 63% voting Yes (135 votes Yes, 80 votes No), ESU Classified employees have agreed to recommend to President Shonrock and the Kansas Board of Regents that ESU move from Classified to University Support Staff service. 86% of eligible Classified employees participated in the vote. Emporia State University intends to seek approval from the Kansas Board of Regents in April.

CLASSIFIED EMPLOYEES TO UNIVERSITY SUPPORT STAFF

Emporia State University classified employees will vote on March 5, 2014 either Yes or No to decide whether to move classified positions to University Support Staff (USS). Per Kansas law (K.S.A. 76-715a) this notice is being given more than 90 days prior to the vote. The choice to recommend remaining classified or moving to USS will be made by the majority of votes received from classified employees. If the vote is to move to USS, the final determination will be made by the Kansas Board of Regents.
The ballot will ask:
Do you want Emporia State University classified positions to convert to University Support Staff as allowed by Kansas Statute Annotated 76-715a? Responses are: Yes, I want Emporia State University classified positions to convert to University Support Staff, or No, I want Emporia State University classified positions to remain in the State Civil Service.
Voting will be online at the ESU Main Campus. Classified employees may begin voting on March 5th at 9:00 a.m. and end at 6:00 p.m. Detailed instructions for voting, including the online access and absentee process, will be communicated at least 10 working days prior to the vote. Absentee ballots will be due by 5 p.m., March 4, 2014. The Alternative Services Committee, Classified Assembly and university administration want to be sure you have the information you need to make an informed decision. Over the next several months, you will continue to receive information from the Alternate Service Committee. There will also be “town hall” meetings in February, where you will hear more about policy and procedure changes for USS. You will also be able to ask questions about what these changes might mean to your position. Alternative Service Committee
Welcome to the Alternative Service Committee's (ASC) home page. This website has been designed and developed by the committee to provide information and resources concerning Alternative Service (University Support Staff Administration) and to establish an open dialogue with the classified employees at Emporia State University regarding such.
ASC is a university committee whose charge is to research and develop a proposal (plan) for a new system of administration for employment at Emporia State University for classified positions. Under a Kansas law, originally SB74 and passed as SB21, the Kansas Board of Regents (KBOR) may authorize any educational institution to convert any or all classified staff employee positions to unclassified service of state employment. These unclassified positions will not be the same as the state unclassified positions since the system for employment administration will be authorized at the university level, not at the state level. These converted positions will be designated as University Support Staff. Those classified staff employees whose positions are converted shall retain all health and flexible benefits, leave and retirement benefits provided to them under the state civil service system, and the implementation of a plan shall not cause a salary reduction or layoff of any classified employee under the law. The committee will look at the best features of the current state system and how/or if other features can be improved through a new system of employment administration.
The proposal (plan) for employment administration must contain all aspects of employment for university support staff, including personnel policies and procedures. These shall include a disciplinary and grievance process, which provides for the right to appeal, and due process procedures. The development of a proposal (plan) shall also be subject to input from affected classified employees as well as require Emporia State University Administration approval and a majority vote by the classified employees at Emporia State University. If the plan receives Administration approval and a majority vote, the plan will go to the Kansas Board of Regents (KBOR) for final approval.
As the committee moves forward, we want to hear from you, the classified employees, about all issues concerning classified employment. A proposal (plan) will be developed so the classified employees at Emporia State University will have the opportunity to say “yes” or “no” to Alternative Service (University Support Staff Administration). Without a proposal (plan), the classified employees of Emporia State University will never have that voice to make a choice. It’s important to this committee (ASC), with the support of the Emporia State University Administration, that every classified employee at Emporia State University has a voice in their own future as an employee of this University.
The ASC looks forward to providing you the opportunity to follow the committee’s progress, provide input, become educated about the new plan, and when it is time, make an informed decision.
