History

Development (2004-05)

Emporia State University staff researched the national work done in the school efficiency arena. After data was gathered and a basic concept was developed a meeting was held with the leadership of Emporia State University, Fort Hays State University and Pittsburg State University. The meeting was held on October 20, 2004 in Topeka with the Presidents of all three cooperating institutions and accompanying staff. An update on developmental activities was shared along with the proposed basic concept. The outcomes on the meeting were:

1) Agreement on the Center’s concept, and

2) Each university appointed a representative to a development board with the direction to hire a director and implement the Center’s concept.

Implementation – Phase I

The representatives from each university were:

Dr. Phillip Bennett, Emporia State University

Dr. Ed Mills, Fort Hays State University

Dr. Howard Smith, Pittsburg State University

Dr. Larry Clark, Emporia State University served as the facilitator of the groups' activities. The first order of business was to hire a director. After screening and interviewing several applicants, Mr. Bill Sailors was recommended to and accepted the position of being the director of CISL.

Implementation – Phase II

In an effort to implement the Center’s concept an “Implementation Team” was appointed by each university president. The team members were:

Dr. Larry Clark, Emporia State University

Dr. Jim Murphy, Fort Hays State University

Dr. Howard Smith, Pittsburg State University

The new director was included in implementation activities when possible. The implementation team members and the director worked together to further define and develop CISL’s organization and function.

To publicize and market the center, a letter was mailed to all Kansas superintendents. The implementation team and the new director attended the following meetings to inform individuals of CISL’s concept and services and to request volunteers for the CISL’s efficiency reviews:

  • KSDE Council of Superintendents (February 9, 2005)

  • KSDE Dale Dennis (February 17, 2005)

  • Service Center Directors meeting (April 4)

  • Drs. Clark and Murphy along with Sailors attended a Fort Hays State Symposium (September 30-31, 2005)

  • Drs. Clark and Smith along with Sailors attended a Pittsburg State Workshop (May 12, 2005) to discuss the Center’s concept and services and to request volunteers for the Center’s efficiency reviews.

Operations

The Center for Innovative School Leadership (CISL) is located in the Jones Institute for Educational Excellence (JIEE) at Emporia State University. The CISL director's immediate supervisor is the JIEE executive director for day-to-day operations.
