EMPORIA STATE UNIVERSITY

STUDENT-ATHLETE ADVISORY COMMITTEE (SAAC)

CONSTITUTION  

 

PURPOSE

To design and implement programs which will encourage academic achievement, health promotion, social responsibility and appreciation of collegiate life.

To streamline and promote efficient communication between the ESU Athletic Department administration and the student-athlete population providing suggestions on programs designed to serve their needs.

To actively encourage more involvement of the student-athlete in campus and community projects.

To encourage communication, unity and respect for diversity among ESU athletic teams.

MEMBERSHIP / TERMS OF APPOINTMENT

Any student-athlete (scholarship or non-scholarship) is eligible for appointment.

Academic eligibility must be maintained. Upon becoming academically ineligible, the member will be replaced.

To provide continuity, membership will be for duration of athletic career.

To provide diversity, each team should try to have at least one upperclassman, one underclassman and/or one minority as representatives.

There must be at least 2 voting members from each varsity team sport, with additional representatives based on the size of the team.

Each member will serve as a liaison between the committee and their individual team.

If a member of a team graduates, the remaining SAAC member asks other underclassman if interested in serving on the committee. If there is not a current underclassman interested, the coach will nominate a freshman or transfer.

The Executive Council and the Assistant Athletic Director will evaluate performance and commitment of SAAC members annually.

Each team must be represented at each monthly meeting (by member or alternate)

Excused Absences include: class, game, practice and required study hall.

Upon accumulating two unexcused absences in a year, members shall be suspended from membership for the remainder of that semester. Membership shall be re-established the following semester upon approval of a majority of the SAAC members and the Associate Athletic Director.

Any member with three unexcused absences in a year will be removed from SAAC. The Executive Council and Associate Athletic Director must review his/her removal from SAAC.

No Dues are required to be a member of SAAC.

In order to prevent illegal discrimination:

“No person shall, on the grounds or race, creed, color, national origin, religion, age, sex, sexual orientation, handicap, Vietnam era Veteran status, or such other factors that cannot be considered lawfully, be excluded from participation in, be denied that benefits of or be subjected to discrimination under any program or activity within this organization.”

Executive Council

Both genders will need to be represented for MIAA purposes.

Executive Council will be nominated at the second to last meeting and will be elected at the last SAAC meeting of the year.

Committee chairpersons can be appointed at the last meeting of the year or first meeting of the academic year.

Two members (one male and one female) of the Executive Council must attend the Fall and Spring MIAA SAAC meetings.

In the event of removal, resignation, or vacancy of the President, the Vice-President will move into the President position, and the newly appointed President appoints the new Vice-President until the next official election scheduled.

In the event of removal, resignation, or vacancy of any officer or committee chair, the President will appoint a replacement until the next official election scheduled.

President

Presides over meetings

Serves as liaison to the Athletics Department

Functions as spokesperson from ESU to community

Meets with executive council to set agenda for meetings

Vice-President

Presides over meetings when president is absent

Oversees all standing committees and reports to executive council any relevant information.

Exercises all the functions of the office of the President in the absence of the President.

Secretary

Keeps written records of all ESU general meetings and committee meetings.

Publishes and distributes minutes of the meetings prior to the next meeting. (The Associate Athletic Director office staff will assist.)

Oversees MIAA Grant monies for Brother/Sister Activities.

Standing Committees

The chairperson of each committee will be a member of the Executive Council. Additional committees can be formed if needed.

Community Service Committee: This committee helps to organize and facilitate at community service projects sponsored by SAAC.

Chair:

Oversees all community service events sponsored by SAAC.

Delegates responsibilities to committee members for each event.

Encourages participation from the SAAC members in community service events and brainstorming of new events.

Legislation Committee: Reviews legislative issues at all levels, and makes recommendations for policy change. Keeps the Executive Council appraised of relevant NCAA activity.

Chair:

Leads discussions and votes of annual legislative proposals for NCAA Convention.

Reads the NCAA newsletter and provide updates/issues from NCAA.

Website Committee: Maintains and updates the ESU SAAC website.

Chair:

Organizes weekly updates to the SAAC website.

Delegates responsibilities to committee members.

Advertising Committee:Promotes SAAC events, creates newsletter and designs posters for community service events.

Chair:

Responsible for creating SAAC newsletter each quarter

highlighting community service events and other noteworthy events to be distributed to campus faculty in an effort to promote awareness of athletics.

Organizes poster creation for all community service events.

Hospitality Committee: Responsible for room preparations for meetings.

Chair:

Delegates room setup and cleanup including beverage coolers among other members.

Aids members in room setup and cleanup.

Brother/Sister Committee: Responsible for all Brother/Sister events.

Chair:

Oversees and organizes the Brother/Sister Bash.

Delegates representatives from each team to organize their teams Brother/Sister team efforts throughout the year.

Encourages continued Brother/Sister team support efforts throughout the year.

MEETINGS

There will be at least one meeting per month.

Meetings will be set for semester, based on athletic game schedules.

All meetings will follow Robert’s Rule of Order.

VOTING

In the event of a vote by the membership of the SAAC, each of the fifteen athletic teams, cheer squad and stingers have two votes.

A simple majority of the voting membership shall constitute a quorum for the transaction of business.

Except as otherwise provided, assuming a quorum is present, majority vote shall be required for the adoption of any motion.

REMOVAL

Violation of or disregard for any part of this constitution or the organization shall be grounds for removal charges against any of the elected officers.

The general membership shall vote on the removal resolution.

Removal shall be accomplished by a 2/3 majority of those members present.

Removal proceedings may be initiated by any voting member.

SUCCESSION

In the event of removal, resignation, or vacancy of any elected officer, a special election shall be held to fill that position.

AMENDMENTS

The constitution may be amended by a two-thirds vote of the total membership and approval of the Athletics Director. The proposals of the amendment must be submitted to the membership at least one month prior to voting or at the previous meeting.

Any amendments(s) must be reviewed by the Student Organizations & Activities staff for submission to the Associated Student Government Student Senate to become a part of the recognized student organization’s official constitution.
