What is the MSEP?

The Midwest Student Exchange Program (MSEP) was established by the Midwestern Higher Education Commission to increase interstate educational opportunities for students in its member states. The program enables residents of Kansas, Michigan, Minnesota, Missouri, and Nebraska to enroll in the institutions and programs designated in the bulletin (available below) at reduced tuition levels.

Tuition for MSEP students attending designated out-of-state public institutions is equal to 150 percent of regular in-state tuition. Students attending designated out-of-state independent institutions receive at least a 10 percent reduction in their tuition. In all programs, the cost to MSEP students is lower than regular nonresident tuition.

State and institutional participation in the Midwest Student Exchange Program is voluntary. A student's eligibility for admission is determined by each participating institution.

Under MSEP policies, students from participating states are awarded MSEP tuition reduction only at those degree levels (associate, baccalaureate, master's or doctorate) for which their home state offers programs to MSEP students from other states.
